Is legal metrology registration the same as FSSAI licence?

No. Legal metrology registration (Form LM-1 under Rule 27) authorises you to pre-package any commodity and make Rule 6 declarations (MRP, net quantity, name). FSSAI licence authorises you to manufacture food. Food packers need both — FSSAI for the food, LM-1 for the package.

Do I need to renew legal metrology registration?

No. Post-2011 amendment, registration under Rule 27 is perpetual for the life of the entity unless surrendered, cancelled, or the entity undergoes amalgamation/modification (Form LM-3 amendment). Some States still mandate an annual return (Form LM-5) — check your State's portal.

Do e-commerce sellers importing own-brand products need LM-1?

Yes — importers of pre-packaged commodities for retail sale must register under Rule 27 with the Director (Central) and quote the registration number on the imported label. Marketplace-only sellers (reselling third-party brands) do not need LM-1 themselves — the importer/brand-owner does.

What is the difference between Director and Controller of Legal Metrology?

The Director (Department of Consumer Affairs, Gol) registers packers operating in more than one State / UT and importers. The Controller (State / UT Legal Metrology Department) registers packers operating within a single State. Choosing the wrong jurisdiction is a common reason for rejection.

Are export-only packages required to comply with Rule 6?

No — packages marked "For Export Only" are exempt from Rule 6 declarations under Rule 43. They must, however, comply with the destination country's labelling rules (e.g. EU FIC regulation, US FDA).

Can a contract packer file LM-1 on behalf of the brand owner?

Yes — the contract packer is the "manufacturer / packer" under Rule 2(h) and must register under Rule 27. The brand owner's name appears on the label as the marketer. The contract packing agreement should be available for inspection.

What is the MRP declaration under Rule 10?

MRP is "Maximum Retail Price" — the maximum price at which the commodity can be sold to the ultimate consumer, **inclusive of all taxes**. The MRP must be printed on every pre-packaged commodity. Selling above MRP is an offence under Section 36 of the Legal Metrology Act 2009 (fine ₹25,000-₹2 lakh).
